They are not the one who issue callsign in Ethiopia,the Ethiopian telecom is the one in other words they give callsign to them selves which makes them a pirate.....

It was reported they had a blanket communications permit for their work in Ethiopia and operated ham radio under that. So not the same as a pirate operation. Apparently ARRL DXCC disagrees with this method of licensing so far. |
